Are OFWs Required to Pay Contributions?
OFWs are voluntary members of SSS, PhilHealth, and Pag-IBIG. While membership is technically voluntary, RA 10022 and POEA rules require active coverage for documentation purposes — and maintaining contributions ensures access to benefits for you and your family back home.
| Agency | Rate | OFW Pays | Minimum | Maximum |
|---|---|---|---|---|
| SSS | 15% of MSC | Full (EE + ER) | ₱1,237.50/mo (MSC ₱8,250) | ₱5,250/mo (MSC ₱35,000) |
| PhilHealth | 5% of salary | Full amount | ₱500/mo (floor ₱10k) | ₱5,000/mo (ceiling ₱100k) |
| Pag-IBIG | 2% + 2% | Both sides | ₱400/mo mandatory | ₱400/mo + voluntary |
SSS OFW Minimum MSC ₱8,250
Per SSS Circular 2023-010, land-based OFWs must contribute on a minimum MSC of ₱8,250 — higher than the ₱5,000 minimum for domestic voluntary members. This translates to a minimum monthly SSS contribution of ₱1,237.50 (15% × ₱8,250).
PhilHealth Benefits for OFW Families
An active OFW PhilHealth member's qualified dependents (spouse, children, parents) can use PhilHealth benefits in Philippine hospitals. This is a significant financial protection for families left behind.
